Oregon Free Speech Too Much of a Good Thing? Topic of City Club June 16 Friday Forum

At its weekly Friday Forum on June 16, 2006, City Club of Portland welcomes Kelly Clark, former state legislator and attorney with ODonnell & Clark; harlie Hinkle, ordained minister and cooperating attorney, ACLU; and moderator Judge Ellen Rosenblum.

Often described as the most permissive in the country, Oregon?s free speech clause has been cited to defend such varied activities as unlimited campaign contributions, nude dancing and highway billboards. Can this broad application of the clause have been intended by the members of Oregon?s constitutional convention in the late 1850s? And is it serving todays Oregonians well? Two leading advocates will present the sides of this ongoing debate.

City Clubs Friday Forum, which is open to the public, will be held at the Governor Hotel (614 SW 11th Ave.). ABOUT KELLY CLARK

Kelly Clark, a graduate of Lewis and Clark College and Law School, was admitted to the Oregon Bar in 1983. Clark represents individuals, families and businesses before and against government.

As of 2005, Kelly has practiced before or against some 85 federal, state and local government agencies. He has been legal counsel to numerous political campaigns, including legislative, congressional and gubernatorial candidates. Carks practice also includes significant advocacy on behalf of victims of child abuse, both in court and in the legislative arena.

Earlier in his career, Kelly served two terms in the Oregon Legislature, winning high praise for effectiveness and legislative excellence. His community service includes memberships in various charitable boards and commissions such as the William Temple House.

ABOUT CHARLIE HINKLE

Charles F. Hinkle is a graduate of Stanford University, Union Theological Seminary, and Yale Law School. He is a partner in the Portland, Oregon office of the Stoel Rives law firm, and an ordained minister in the United Church of Christ. He is a former president of the ACLU of Oregon and of the City Club of Portland. He taught constitutional law courses at Lewis & Clark Law School for many years, and is past chairman of the Oregon State Bar Constitutional Law Section.

As attorney for The Oregonian and as a cooperating attorney for the ACLU, he has been lead counsel in many cases involving free speech and other constitutional law issues, including the death penalty, assisted suicide, obscenity, freedom of association, and religious liberty. He has been listed under the First Amendment category in every edition of Best Lawyers in America since that publication began that category.

ABOUT ELLEN ROSENBLUM

The Honorable Ellen F. Rosenblum has been a Judge of the Oregon Court of Appeals since June 2005. Before joining the Court of Appeals, she served as a circuit judge for Multnomah County Circuit Court (1989-2005), where she presided over many civil and criminal trials.

Before becoming a judge, Judge Rosenblum was in private practice in Eugene (1975-80), followed by eight years as a federal prosecutor (Assistant U.S. Attorney for the District of Oregon) in Eugene and Portland.
